Stage 1: Tender Publication

  • Tender becomes publicly visible after admin approval
  • Clear eligibility criteria (class, experience, etc.)
  • Defined submission deadline

Stage 2: Application Submission

Contractors submit:

  • Technical documents & certificates
  • Financial quote (BoQ)
  • EMD proof (if required)

Stage 3: Technical Evaluation

Admin verifies:

  • Class & experience eligibility
  • Validity of all certificates
  • Compliance with tender requirements

Disqualified bidders may raise objection within 24 hours.

Stage 4: Financial Evaluation

  • Only technically qualified bids are opened
  • System automatically compares valid financial quotes
  • Lowest valid bidder (L1) is identified

Stage 5: Award & Acceptance

If selected as L1:

  • Receive Letter of Acceptance (LOA)
  • Accept or reject within specified time
  • On acceptance → Work Order issued
  • Failure to respond → possible penalties
